Meetings in 2009 - Highlights

Bud obtained $5,000 for equipment from different faculties at UBC-O to create a very low power (5 watt) station. The money was placed and allocated within the UBC-O endowment. Bud and Professor Sharon McCoubrey oversee the release of these funds.

Cam visited with Okanagan College over the summer to see if that might be a feasible location to broadcast. The OC campus is central to Kelowna while the UBC-O campus is at the bottom of a small saddle. As FM is line of sight it was felt that perhaps broadcasting at the OC would be best for the station as it would reach more people. OC staff were very supportive but were unable to find space for a station.

One idea abandoned was to stream online from a studio at UBC-O to a receiver at OC. The OC indicated that it would be somewhat difficult to provide space for even a relay computer. As well the weak 5 watt signal may not have reached UBC-O effectively breaking the link between studio and antenna. In the end this idea was deferred.

In the summer it was decided the best course of action was to use the studio space allocated at the UBC-O (as per their building plans and earlier discussions) and broadcast from the top of the brand new students centre at UBC-O. The bulk of the station would use existing equipment including transmission wire purchased for last year's station for '7 Blocks of Busking', 4 track mixing board and computer. The station would cover most of campus clearly but provide very little coverage of Kelowna.

Pricing was sourced for a variety of equipment. A second hand 10 watt exciter was sourced directly from CFBX. A new circular antenna put the final budget just under $5,000 for all the necessary broadcast equipment.

Alex, as Student Radio Club President, contacted the SU and also contacted the Phoniex newspaper and told them of our plans. The SU had planned for the Phoniex newspaper to use the same room as the Student Radio Club within the brand new Student Services building.

The Phoniex requested the Radio Club not be granted space due to privacy and noise conflicts. They support a campus station but felt a shared space would not be feasible. The SU Administrator and SU CIRO Board member met with Alex twice and (paraphrasing) told her that as the Club had not shown 'significant support' for a radio station on campus the SU would not support a campus radio station in any of their facilities at this time.

Bud has recently approached the University to see if the University has space to host a studio and antenna.

Possible Equipment

Hey guys. Not exhaustive but here are my recommendations for gear. I've been getting advice from a dude from Nelson's CJLY that does a lot of their low power stuff so don't think I'm as clever as this:
Antenna
There were four antennas I got quotes on from the two companies that service Western Canada. Antennas can be designed to send out waves in various directions. The recommended type is omnidirectional and circular for our location as we are so central. Because it provides the richest range of signal is comes at the cost of radiated power. An antenna that just broadcasts a signal that comes out vertically (the waves go up and down but not side to side) and directional (the signal is stringer one way) would have more gain (be more powerful) but antennas that were positioned flat (some home stereos) would not be able to hear the signal very well.
As we are going to broadcast in the center of town and aren't too concerned about power right now the omnidirectional circular system works best.
The model that works best for our application is:
Telecom TFC2K-1 (one bay) - $1055
The other models ranged from $600 to $900 but seemed tricker to install or didn't provide the omni-directional circular signal. This is the same model we used for the station last summer. We lose half the power you put in so you need to put in 10 watts to get out 5 watts. If you add more bays you can increase the gain (be more powerful). It would be new so we would have a warranty.
Transmitter
The transmitter is what generates the signal for the antenna to send out. I looked at stereo (mono would only come out of one speaker) with built in limiters (they stop the unit from exploding or sending out deafening feedback which may explode people's stereos when someone screws up at the station).
The Kamloops station has a used 10 watt SBS exciter (transmitter) with built in stereo and limiter. They are willing to part with it for $1200. It is a fairly simple device to run but my buddy at CJLY doesn't like it as it is hard to set up and verify that it is working effectively. This summer we used a cool Lex 30 which took about 5 seconds to set up and has easy to read display panel showing what is going on in terms of antenna feed back, frequency and a bunch of other important stats. The SBS exciter has no display but is pretty fool proof I hear once you get it running.
Here is what Brant the station manager in Kamloops says about the model.
Either of these antenna systems should be fine. Our first unit was circularly polarized, which deals with the issues with either vertical or horizontal polarization by covering both. There are some minor issues with circular polarization, such as I believe a slight loss of efficiency, but if you go with either vertical or horizontal polarization, some listeners may not receive you as well. Basically, you want to send the signal with the kind of polarization that will properly reach the most receivers. Having said that, our new three-bay system is horizontally polarized, as per the advice of our engineer, so there you go. Whichever antenna you purchase, the factory will tune it to 94.5 FM.To change the frequency in the SBS exciter, it's just a matter of removing the case and adjusting a number of settings. We did the new unit, and it was a 20-second job that is well explained in the manual. We have the original manual for the 10-watter, by the way. I guarantee the ability to change the unit's frequency setting from 92.5 to 94.5...in fact, it should be only a matter of changing the "2" to a "4" inside the box. Cheers!
The SBS 10 watt exciter has no warranty but has been used for several years with no fault. As I said it is priced at $1200 used. This model can really only be used for low power applications unless you boost the power with another piece of equipment. With the antenna I'm recommending it would broadcast at a maximum of 5 watts. If you are looking for a long term unit to use we need to get a more powerful transmitter. Otherwise we sell this equipment on to another station setting up a developmental station.
A similar set up (stereo and limiter) with more power are running new:
Lex 30 watt transmitter - $2795Lex 50 watt transmitter - $3010Lex 100 watt transmitter - $3895
These blow the budget but would be under warranty and offer an ease of use and display panel the SBS 10 watt doesn't have. Plus the units could be used to broadcast at higher power quite easily.

Cam noted that if the $250 in the Endowment Fund and $400 placed in the Student account were placed against the liabilities CIRO would be in a near identical financial position to last year. The debt was paid out to Rob and Sarah and Cam is the sole person in debt. With costs and revenue 7 Blocks of Busking ended up costing less than $100 for the radio station and festival to the society. Revenue continues to trickle in from the sale of CDs, fees and fundraisers.

Event a success. Financially close to breaking even with grants and all. Leila raised the most money as was able to cut a CD with won studio time. Fun had by all.

Low-Power Application:
Cam raised potential for low power application at OC Kelowna campus if link available from UBC-O studio.

Charitable Endowment:
Charitable Endowment set up. Oversight by Bud and Sharon McCoubrey. $450 in endowment from 7 Blocks of Busking. Only student radio club can access. Potential discussions with Student's Union on dispursements.

Web Site:
Look at potential new host as expenses high because of uploads. High praise for service from Kirk. May see if school server will allow us a host. The Design of front page may become more static with links to events rather than whole press release.

To ensure structural adequacy, the Department recommends that all antenna towers and antennasupporting structures be designed, fabricated and erected in accordance with accepted Canadian standards and that a qualified structural engineer be retained by the applicant. The total antenna structure(s) including, as applicable, antenna(s), guy wires, obstruction painting and/or lighting, must be installed in accordance with current Nav Canada requirements.

You may now proceed with the establishment of the undertaking in conformity with the particulars shown in the associated application dated June 7, 2008. Any changes to the approved undertaking (i.e. site, parameters, equipment etc...) shall be submitted to the Department for authorization before operation begins.

In order to ensure compatibility with the aeronautical (safety) services in the area, monitoring of spurious emissions will apply during FM/NAV/COM compatibility tests. It is to be specifically noted that transmissions on the frequency 94.5 MHz are not permissible for any reason prior to the conduct and evaluation of the tests. Meeting actions - better late than never

CIRO met two times in the last few months. Key actions taken:

Robyn Travis was elected to the Board of Directors as the rep for Students as
Sunny Chohan resigned.

CIRO applied for and recieved a grant from the Arts Council of the Central Okanagan to host a summer festival to be scheduled for July 5th, 2008 in downtown Kelowna.

Some sage advice - Short term radio license

Hi Cam,

My understanding is that they issue a 28 day exemption, and you can broadcast for any amount of time up to 28 days. You can't apply for a shorter amount of time, so you just use as much as you want of the 28 days. That means you can broadcast for 1 day, 1 weekend, 1 week, or the whole month. Ideally you should tie the broadcast to the event as much as possible, but I think they're fairly lax in terms of how closely you must tie it.

In Nelson we had 3 of these trial periods prior to getting our licence - 1 was just for a weekend, the other 2 we used for the entire 28 days. We did tie them all to events, though fairly losely. I think I recall someone from the CRTC noticing during the 3rd one that we weren't doing enough in relation to the "event" (which was the celebration of the release of our first CD project), so we upped the amt of programming focused on the CD, its artists, related interviews, etc. I think we also only broadcast for half days, 'cause we couldn't find enough volunteers to fill up full days. I think the weekend-long one involved broadcasting live from a festival, and I think the first month was tied to an arts festival that was actually only taking up one week of the month, but we dedicated a good chunk of the programming to focusing on arts during the other 3 weeks too.

You could call Zoe or Terry at KCR in Nelson (250.352.9600) to get more details - they were instrumental in setting up all 3 of the special event broadcasts in Nelson so they can tell you what the practicalities were. If even the folks at the CRTC said they won't check without a complaint, then I'd say you're pretty safe, especially if you do your best to provide some scheduled content that's relevant to the event.

Cam noted many of the debts were incurred in 2006 and that the revenues increased in 2007 mainly due to the Rockanagan CD. More than 70 extra CDs were available than first considered and around $150 in deposits were outstanding raising total assets. No motion was made to amend the balance sheet and it was accpeted by members.

RE: 2007 Rockanagn Compilation CD

The 2007 Rockanagan Compilation CD is the creation of the Campus Community Radio Okanagan Society (CIRO). CIRO is a not-for-profit society creating a campus based community radio station in the Okanagan Valley.

The purposes of the CD are to:

promote local talent from the Okanagan Valley
promote the Rockanagan Festival
promote the activities of CIRO
provide potential fundraising for CIRO to create a campus based community radio station in the Okanagan

No member of CIRO or any other individual may profit from the creation or sale of the CD. CIRO retains the right to pay for activities or items directly linked to the creation or promotion of the CD from profits made from the CD. Payment will only be for receipted items and the receipts will be kept for 1 year and may be viewed by any member of the public. All funds raised will be used for CIRO to develop a campus based community radio station in the Okanagan. No artists will be responsible for any debts related to the creation or promotion of this CD.

CIRO will not retain any copyright over any music or combination of music relating to this CD. CIRO will not in any way pass on, sell or represent any material or copyright on this CD. All songs remain the sole property of the artists which have donated them for this CD for the express purposes noted above.

CIRO will print approximately 500 copies for distribution in September 2007. If CIRO wishes to print further copies CIRO will contact all of the featured artists to re-gain permission. All featured artists will receive at least one free copy of the CD if not more. CIRO will send the CD with a press package to local radio stations and to all campus/community stations in BC and Alberta.

Monday June 11th
Lucy and I registered and met up with Chad Saunders, CJSW and NCRA pres. He gave us some advice on talking with the CBC as CJSW rents tower space from them.

Lucy and I met with Jason Coleman, Business Manager, West CBC Transmission. He discussed the two locations CBC has that could service us. Due to topography neither antenna hits all Kelowna and the West Side. The Peachland area especially has poor service. It is unclear whether UBC-O, as it is in a dip, would receive a clear signal from both antennas. They are looking at developing two FM CBC 1 frequencies to address this concern in Kelowna which may further impact our bandwidth.

Their West Side transmitter is where the current CBC 1 signal is and the second is above the Mission which currently only sends out a TV signal. We could not do a low power arrangement with them but 100 watts seems possible. In our discussions power costs are not huge between low power and 100 watts. We would be looking at unidirectional antennas as both sites back into a mountain.

Jason gave us contacts for Wolf Riesterer at D.E.M. Allen & Associates Ltd in Winnipeg and Tetsuo Yoshino Broadcast and Communication Consulting in Calgary for potential broadcast engineers. He also said we could try contacting him for a third contact for an engineering report.

Early days so I didn't get into pricing too much but they seemed positive we could work something out.

Jason gave us a fun tour of the CBC building.

Lucy and I then bussed it out to SFU for an hour long interview on CJSF with Ryan Quiring. Went well and we played up the station and Okanagan music of bands that have supported us.

We picked up Alex and got hammered at the Lamplighter.

Tuesday June 12th - Opening Day
We made it there on time for breakfast but CiTR wasn't allowed to bring in outside food so we went out to eat.

All three of us attended the opening plenary and represented CIRO.

I atteneded a session on MySpace and the ladies went to one on International Radio. Apparently some stations are playing songs directly off Myspace without downloading them. The stupid smiley pop up drives Music Directors crazy. I mentioned we had a myspace but that we had basically set up out main site with most of the good features of Myspace (posters, links to bands) that we probably don't need one.

I also went to a session on Advertising. Found out that we don't have any more time restrictions on advertising as the restrictions were removed in 2000. Lydia Masemola at CiTR discussed that ads need to follow the framework of the community radio model. Commercial or overproduced ads do not get played. All the ads are produced in house by volunteers to keep the sound non-commerical. I met up with a rep from CJLY who discussed that they don't think of them as ads but community support. They hired someone on commision to obtain ads from the greater community. The station has a policy on what companies they will or will not work with. The promised we could look at the document.

End of the day I sat in on the Station Managers meeting which was an informal get together to discuss problems. Some of the big topics was how to fire people and intergrating sports programing. I asked about hiring and whether bringing in the HR department of the school would be helpful. They all agreed that the Board should set the process and keep the school out of it. They didn't mind the idea of bringing Lydia down from CiTR to help out in the hiring process. They stressed the need for openness and a lack of conflict of interst on the Board in the hiring process. I mentioned that I would be interested in appling and this might be bad for the CiRO Board if more than one Board member applies. They didn't think that with 7 members it should be too big a deal.

Took a night off as the ladies were light weights and didn't want to go out.

Wednesday June 13th - Women in Radio

I made it to the Women in Radio 101 workshop which was interesting seeing how women in the community radio sector are still underepresented as a whole. The ladies went for a DJ session at Community Co-op Radio.

Went out rave dancing until super early in the morning.

Thursday June 14th
All three of us attended the mid-plenary.

I went to the CRTC -Q&A. I basically took over the discussion for 15 minutes discussing how the loss of bandwidth from the Vernon and Penticton markets along with the CRTC's descion to add CKOV and another potential station undercut our ability to form a developmental station. This was echoed by Melissa Kaestner (NCRA) and Freya Zaltz (was with CJLY and other stations and worked for CRTC as lawyer). Both stated they would help us with any intervening we might want to do at public hearings.

At the meeting were Bob Stark CRTC Vancouver and Joe Aguiar CRTC Manager English Radio Applications. Both were willing to carry on further discussions and answer questions. The rep from Gabriola Radio project recommended intervening at all public hearings to make sure our voice is heard.

The CRTC reps both admitted that there was alot of interest in the call out the CRTC made in the Kelowna market. They also stated it was possible more than one licence could be granted if the CRTC felt the demand was there. Alot of people mentioned that even though the commercial radio sector whines alot they are making more money than ever.

I then sat in on Tarrifs and there sure are a number of them. The most worrying is the SOCAN tarrif on radio stations broadcasting in the internet. SOCAN views this a revenue stream that artists are shut out of. Unfortunatly the language means community stations get hit twice for both radio and internet even though they are not for profit and serve as a devlopmental area for emerging artists. Other tarrifs were also discussed.

On the tarrif issue alone I think NCRA membership is a good investment. It allows us to be apart of a much larger and experienced group and help define our sector as something different than the big boys.

I went to the Fundraising caucus. Funding drives seemed like a great way to raise money as they raise revenue but also provide buy in from the listeners. Student levys were discussed. There were some real battles for some stations to get them through. CJSW produced a manual for fundraising that we got a copy of. Events were discussed and it seemed many stations were doing them. Volunteering at bingos or casinos was looked at as a large source of funding but hard to get into as there are large waiting lists.

We shut down the World Beat night! Ye-hah.

Friday June 15th
I got to hang around with the CiTR crew as I raced around the city setting up equipment. Lucy and Alex attended most of the sessions. The CiTR crew are really nice people.

NCRA Awards Gala was a great networking place. I spoke a fair bit with reps from Nelson's CJLY. With no campus help they made it happen with a huge volunteer base and strong focus on community. They look like a great example to follow both in the financial and focus on community. A big thing I picked up is that focusing on just creating a station does not cut it. The purpose of community radio is to empower the community and help create links within the community not just play cool music.

We discussed having a BC Campus and Community radio meeting next summer as the 2008 conference will be in Hamilton. We talked about having it in Kelowna or Nelson. Other stations sounded pretty interested in attending.

I got kicked out of an after hours party and got back home at around 5:00 am. Lucy put on a show as she is a rock star.

Saturday June 16th
I got up and out the door well before the light weights (admit it girls I rock!)

I sat in on Station Structures which was interesting but it is difficult to imagine some of the more collective structures flying in K-town. The big thing I picked up is, that no matter what, you need a Programming committee to over see the form and content of the station.

I then went to the Working with Community session which was enlightning. Some stations were actively recruiting high school students and others had people with special needs producing programming. It may be extra work but the rewards are great.

The final plenary turned into kind of a gong show. We ended up at the Railway club chatting with all the other burnt out delegates. Very nice time had by all.

If the transformation from the AM band to the FM band were to be approved, CKOV would definitely have to be more musically attuned, however we would maintain our strong community presence and coverage of events, including our award winning news. Currently there is very little music played on the radio station with the exception of 3:00 a.m. to 6:00 a.m. daily. This is due to the station’s current News/Talk/Information format. Moving to the FM dial would allow us to reach a new audience with a format that is not being served in the marketplace by the current FM incumbents. Not one of the competing stations is currently serving music for the community with a Soft Vocals format.

Given the opportunity to move to the FM band, CKOV would take a healthy dose of our award winning news and information programming and compliment it with music to super serve the mature adult demo of 35 to 64. CKOV’s music will be of the Soft Vocal variety with timeless classics from the 60s, 70s and 80s, along with current artists that compliment the nature of the format. The station would operate as a Group Two licence with the music we propose being predominantly Category 21 (pop, rock and dance) with a mix of Category 24 (easy listening, adult standards/middle of the road). There is not a station presently in the Kelowna market specializing in this type of format featuring a heavy presence of community information and solid news coverage along with a blend of older, softer music.

The station commits to a minimum level of 35% Canadian content.

CKOV will continue to be a distinct voice in the marketplace in both how we assemble and deliver our news and information to the music we will offer for the mature listener aged 35 to 64. Given our older target demo, we want to insure that the music is very familiar. To that end, we would emphasize five music genres:

Soft Vocal 70s – Carole King, John Denver, Bread, Barbra Streisand, Jim Croce, The Eagles

Their main concerns will probably lie in privacy and ethics. Our board adopted a 'Code of Ethical Fundraising' that basically is a statement that we'll be good with peoples data. It might be a good move to give the University some assurance that you are serious. Rob

Hey Cam, I'm not sure if I can find the document but I'll try. Our agreement is actually through the student association, the University doesn't formally recognize us as being separate ( pretty dumb for them but thats how they want it...) Heres how it works for us - basically we offer tax receipts to donors at Fundrive. All the pledges for tax receipts go to the University and the University issues the receipts. The University takes the money which we have to ask for back as a grant (right now they're sitting on over $20,000 of CKUW's fundrive money). For the University this works because they add our donors to their funding lists. This has added hundreds of names in the last 7 years and thousands of dollars to their fundraising goals (without very much work). This is good for U of W because the more donations they get the easier it is to get government cash and more donations. In other news, Lucy and the Student Union Radio Club component of CIRO hascommitted to revitalizing the online broadcast. They have revamped the waythey deliver programming via the internet. A variety of new and oldpre-produced shows are currently available for download and streaming onCIRO’s website at http://www.ciro.ca/program_guide.htm. The “InternetRadio Station” component of CIRO is very much in the developmental stage.Its feasibility and relevance will be evaluated on a continual basis. Spoke with Greg Corbett at Industry Canada who gave some sage advice. he stated for applications CIRO would need to contact Diane Larkin at Industry Canada in Kelowna to answer questions.

Getting a station under 10 watts is fairly easy. Someone with limited electronic knowledge could create the engineering report. The trouble is the frequency would not be established and upgrading the station could mean the loss of that frequency.

Up to over 50 watts can be difficult and over 50 watts definately requires a specialised company to prepare the report.

Getting content for every minute of every year can be extremely difficult. Even 12 hours each day can be an incredibly difficult task to fill.

Socan ( www.socan.ca )is another concern and must be respected. Muscians may be Canadian but not Socan.

Recommended getting engineering info and other info from Kootenay Coop Radio in Nelson.

Stated the DEM Allen is probably the best known Engineering Firm. For a full power station these would be the people to speak with.

Even though the Kelowna market would not allow another commercial station it probably has room for a truly special interest station

Vernon OK College did have a wire line carrier station. Greg didn't think it was operating now.

The major commercial stations are broadcasting out of Chute Lake. CBC and few others are out of Blue Grouse Mountain on the West Side of Okanagan Lake.

Giant FM would have the best coverage as it is at the top of Okanagan Mountain but it would be hard to get as 1) it is in a Park, 2)Giant FM would be able to call the price and set levels.

Other broadcast points include one in the mission set up for Peachland TV above Cedar Creek Winery, Lake Country on Spion Cop, Commange near Predator Ridge and Silver Star.

3.3 Proof of Public Benefit
The existence of public benefit must be demonstrated through evidence submitted by the applicant organization. It is not sufficient for an applicant to merely state that in its view a public benefit will derive from the purposes.[Footnote 57] Examiners may consider a broad range of materials filed in support of an application for registration as a charity. The nature and extent of the evidence required will largely depend on the purpose the organization is seeking to have recognized, its approach to achieving the purpose, and any limitations the organization places on the class of beneficiaries. An applicant organization is well-advised to consider supporting an application with some of the following information to establish public benefit. At the same time, however, it should be mindful of the fact that the submission of such information may not always be enough to demonstrate public benefit in the circumstances:
Needs assessment studies by academics, government bodies, or non-profit organizations that document the existence of the need in the community which will benefit from the services;
Project and/or funding proposals that address how the proposed activities are best suited to meet the need and benefit the community;
Program evaluations showing that similar programs or this specific proposed program has been demonstrated to benefit the community by meeting the need effectively;
Identification of government programs addressing the community need in question along with details on how the program complements or supplements the government program;
Identification of explicit statements of government policy that may be consistent with the goals and objects of their organization;
Demonstration of existing public sources of financial support for the organization;
Identification of new or recent legislative initiatives consistent with the proposed purpose; and,
Any other types of objective material that supports the proposal.
Although legislative initiatives may be considered, the mere existence of legislation is not conclusive evidence that an organization is pursuing a public benefit in a way the law regards as charitable. According to Iacobucci, J., in Vancouver Society, the benefit must still be determined through "... analogy to cases already found to be charitable."[Footnote 58] It is not that legislation is "never relevant to the question of what is charitable." Relying on the decision in Everywoman's Health Centre, he noted that the court there " pointed to legislation in order to rebut the argument that the provision of abortions in private clinics was contrary to public policy."[Footnote 59]

here's what's new with cIro:we are proud to announce that our application for non-profit society status was approved, and that the “Campus-Community Radio Okanagan Society” was incorporated on feb 28th 2006. The board of directors are as follows: LucyRodina (UBC-O Student), Shane McLeod (UBC-O Student and UBCSU-O Radio Club Chair), Doug Cavey (UBCSU-O Representative), Bud Mortenson (UBC-O Administrative Representative), Cameron Baughen (Community Rep, Society Tresurer, andSecretary), Sarah Willard (Community Rep and Society Vice President), and RobMadu (Community Rep and Society President). This achievement is an importantstep towards FM broadcasting as it satisfies a component of the CRTC application process. A big thanks to Cam Baughen for his dedcated work in this area. One of the many next steps towards fm realization is to research and secure funding to purchase broadcasting equipment and operate the eventual station.

Hey guys. I updated the bylaws and ran them by my mom who has formed a few societies in the past and she made some minor recommendations that I incorporated in the Constitution. Hungarians can now be a Directors (Huzzah). Our finalization meeting will be Wednesday at 6:30 at the Bean Scene in Kelowna.
I started the list of Directors. If the crazy sucke.. I mean potential Directors would like to send me their full names, including middle names just to be safe(Bud), I can finish off that list. Bud and any other Director that can't make it on Wednesday do not have to sign anything right now but I do need those addresses and middle names please ASAP.
As well I need at least 5 people to sign the application. They do not need to be Directors. We can have more than 5 signers so if you'd like to be a part of history please send me your full name and residential address (include your mailing but I need a real location not post box). I'll be drawing up the form Wednesday afternoon so please get it to me by then. Only people who for 100% will be at the meeting on Wednesday should sign up to be signotories.

New Name for Society

'Campus-communIty Radio Okanagan Society' was accepted and reserved yesterday as our name for 56 days. Its no winner but it makes CIRO if you use the I in community (unlike team there is an I in community).

1) We need to go over the constitution and bylaws and make sure they work and people understand how they work.

2) We need to sort out the 4/5 Board positions up for grabs.

Here's my thinking:

Shane will represent the UBC-O Student Radio Club
Lucy will represent UBC-O Students
Rob M will just represent (peace-out homey)
Cam (me) will represent geeks who know how to build and hopefully manage a society
Sarah who can represent a huge resource

If anyone else would like to nominate themselves now is the time.

All Board members will have to give me their physical and mailing address.

The Board meetings will all be open so that anyone can come but the ones above, if they so accept, will be undertaking a legal obligation as Directors of a society that one day will manage $10-100 thousands of dollars.

Changing board members outside of a yearly AGM meeting costs $30 which adds up quick if people start bailing.

Once we establish the society then we can sort out an AGM where Directors can be voted on.

3) We need at least 5 people to sign the form. These 5 will automatically become the first 5 members of the society. They need to have physical addresses (not box addresses though these acn be part of it). They do not have to be Board members.

4) We need a physical address for our society to be located where we can keep our books and such. We will also need to receive mail there. If the Phoniex space is accpetable then we need to make sure that works. Changing our mailing address as a society cost money.

5) We need an SU rep that they are happy with. At this stage it doesn't have to be a SU Councilor (though we should stress that for our AGM).

PS as far as suggestions go, (I assume for the sitting

Chris Cleaver (CHBC), Bob Gablehouse (audio
engineering instructor and sound engineer at OUC) are
on the "Society Reps" (they've both expressed an
interest. As for a third, perhaps a promotions
person, such as myself, Jayme or Tanna from CATO (that
way we'll also have representation from 2 other
colleges, as well as one local media person). Or you
or Rob if one of you isn't a student. (in the case
that you or Rob needed a position, I'd say leave Bob
out of it, cos Chris has way more interest anyway...)

As for President, I imagine you, Rob or Shane (unless
some of you are no longer students...)

For Student Rep, I'd recommend Shane, Stacey, Lucy, or
the other Rob...not sure again who is still a
"student" at UBC-O.

So...I imagine a monthly commitment to meetings, with
some additional work is needed. And how does all that
fit in with the other society members (like Treasurer,
Secretary, Pres, Vice Pres, etc.)? I guess i'm a
little ignorant on how these things work. Are those
positions picked from the list of "voted" individuals?
Or is that a seperate thing?

New Promotions and Application Groups

Hello everyone. Wednesdays meeting was a fun filled affair. Sarah looked like she kept above par notes so if she has time to write them down electronically then we will forward them.

At the end of the meeting we decided to break into two meeting groups. One will be promotions. This is essential stuff and Sarah and the rest look keen and hungry. The second will be the society and industry canada meeting group. We have heaps to discuss in both and it is exciting we are growing fast enough we need two seperate groups. Rob and I will be organizing the Application side and Sarah will be the main organizer for the Promotions group.

Hi Cameron

Last year you sent me an email regarding your radio application to the CRTC for the UBC Okanagan campus. I responded saying we would be interested in helping out in whatever way we can but I never heard from you. Perhaps hotmail put the email in the junk folder. I am writing to say we are interested in helping out. In fact we’re working on a proposal to expand CiTR’s internet broadcasting capabilities. Currently we have limited streaming (maximum 60 people can tune in via the net at a time). Through this project we’re looking to increase our live streaming capabilities as well as creating an archive of shows that people can tune into at their leisure. Part of that proposal includes expanding our programming to include more diversified programming. We thought that sharing programming with the UBC Okanagan would fit in with this mandate. How this would work is that we could make some of our programs available for broadcast to you and in turn we could have a slot for a program that comes out of the Okanagan. In addition, we would be willing to offer some training and material. These ideas can be discussed in detail once I hear from you.

I hope you’re application is going well! Let me know if you need feedback on that as well as I have some experience with applications to the CRTC. I also have contacts within the NCRA as I am the current President.

Met at Bean Scene and it was a positive meeting.
Blair – Discussed his background and his eagerness to help.
Rob – Reported that internet station was trucking and new content making its way onto air. Training sessions available. Looking at setting up some activities for back to school.
Rob C – Reported on Industry Canada. Having trouble getting response from recommended Engineering firm. Initial quote on engineering report $8000. Have looked at two locations for transmitter: one in the Mission with commercial groups, one in the Westside with CBC. Jim mentioned the Mission location may have better coverage. Cam mentioned site in Winfield where current not-for-profit society is rebroadcasting CBC 2 signal as other possible option. Jim advised contacting Industry Canada and verifying which FM signal is open for licensing in the Central Okanagan.
Cam – Brought draft of Constitution for Society and went over it. Need 5 committed individuals to step forward to run Society. Cam, Jim and Rob indicated they would volunteer. Amanda put forward as student rep (if she wants it!). Final Faculty rep was discussed but no names sprung to mind.
Discussed support letters again. We all agreed again that this is really important. Still need list of groups to contact. Develop letter head important. Contact phone number difficult as we don’t have one.

A little beer fueled at the end, the 5 of us discussed the direction the station should go. A fair few people backed out at the last minute and couldn’t make it.

Rob – new website in the works, need to create further links with students union groups and clubs, faculty, community organisations etc for programming contributions. need to collaborate with the students union to introduce a referendum so that student can vote yes or no as to the implementation of a small student levy to fund the operations of a radio station. need to launch recruitmant campaign, need to launch promotional campaign.

Cam – Discussed formation of Society to apply for Not-for-Profit Tax status for initial fundraising for capital costs. In the future create a separate society to run the station. Radio Club would not be dissolved but would be focused on promoting the station on campus (plus the club would allow for keeping some of the perks that clubs get). Brought up Central Okanagan Radio Society which operates CBC repeater stations as possible friendly society.

Jim – Helped guide discussion with his experience on CRTC applications. He feels we have an excellent chance at getting the license.

We discussed whether large scale funding from the school might obligate us to follow their programming choices.

We discussed the letters that Amanda did up to give to groups to both raise awareness of the internet station and future radio station but also ask them for letters of support for the intent of the station. Everyone thought it was a good idea.

We discussed approaching departments at the University for help with Finances. We also discussed meeting with the President (aim high) to make her/him aware of our initiative.

Action Items

Cam – Draft Society Bylaws and such
Rob – Keep internet station alive and keep the momentum moving. Maybe set up meeting with President of new school.

Everybody else – We need some people willing to take the bullet and be on the boring admin side of setting up a society. It would probably mean a meeting every month or two months and mandatory attendance at the Annual General Meeting of all the members every year. Plus you would be in charge of stuff.

If you read Rob's e-mail you can see that this meeting will fill in for the regular club metings they have been having so we may have more people out.

If you can or cannot attend let me know what items you think we should discuss. I've been reading through various CRTC aplications and I am feeling more comfortable making recommendations. We've had pretty open meetings but we will probably have to bring in some sort of order as we get more serious.

I had a chat with Doug Maclean at UCFV, they're trying to start up a radio station as well. He was saying that we need to figure out where we want to broadcast to, which will tell us how many watts we need, which in turn will help us out with the transmitter. He also gave me the name of a radio engineering firm in Winnipeg that we could talk to , and he's sending a rough budget as well. Very helpful! He also suggested that we focus on funding-where are we gonna get the money. Figure out how big a levy we want to charge. Um, he also gave me a couple figures...he was saying the eng. report we be two stages, figuring out the frequency (about $12-$1800), and then the technical documents (CRTC and IC forms) which would be about 6000. He was suggesting we get the senior administration on board, so we can get some space. He said renovations for them were costing in the area of $18-$25,000. That was our 10 minute conversation, I wasn't too sure what to talk to him about, but he was eager to help, so if you guys have more questions, please, send them my way! Amanda

Type A or B?

According to the CRTC information I have read we will be a type B application as there are other stations in the Okanagan that transmit in English.

I'm not sure the normative significance of A but it applies to an application that caters to one of the two official languages not already served by any stations in it's area. Probably they have a better chance of going through.

I found this link while going through the oucradio account. It is from the NCRA list serve and it has reems of super valuable information.

I have printed out three full successful applications from LU Campus Radio Inc. (campus full power), CKUL Radio Society (campus full power) and the Creston Communty Radio Society ( community low power). The site has the initial applications and then the questions and answers posed by the CRTC to flesh out the application so that it is more clear on weak areas. I also printed of each stations CRTC Brocasting Decision which details the interveeners and the aspects that won the station their licence.

Prior Actions

Amanda brought in a sample budget she received. It contained an overview of an FM station set up in BC. Amanda had spoken with two stations.

Cam brought in a sample budget from recent Alberta FM set up as well. He also spoke with two stations.

Rob has been working on internet radio.

Rob C has collected information on Industry Canada and has made some contacts.

Issues raised at meeting

FM Radio over 50 watts has been advised by most sources.

Rob has asked for consideration for a stipend or wage for the manager of the internet station.

Someone needs to look at sample budgets and create a draft budget for us.

An engineering firm in Manitoba has been recommended by several sources for the formulation of the Engineering Report.

Communications on the internet station will wait until the station is up and running and stable.

The Kamloops station has invited us for a tour of their facilities.

Exploring the formation of a society was discussed.

Rob asked for a blank copy of the CRTC form.

Action Items

Everyone at meeting very busy for next few months with school and work. The Kamloops tour will probably be on a weekend sometime in the next few months. No specific action items recommended but information gathering still a premium. If anyone has time and would like to go over finances please let the group know.

We're doing a transmitter feasibility study right now and am waiting for numbers for the capital costs to come back. We use DEM Allen and Associates in Winnipeg for the technical brief. As we're looking at a increase in power, the brief would cost ~$5,000. If you need to do a frequency search, you'd be looking more in the $7,500 range.

Hey, Cameron! Good to hear from you via the NCRA list, and congratulations on gettingthe ball rolling with a campus station in Kelowna! In the coming days and weeks, I should be able to provide you with someinfo about gear, contacts, regulations and such. Things are pretty hectic right now, as we are now under the gun as the result of a predatory radio company that is after our frequency. You may have seen this on the NCRAlist. Long story, and if you need more details, I can provide them later. In the meantime, while I was a total supporter of the CRTC's developmental(low power for low regulation) process for campus and community radio when it first came out, now I would not necessarily suggest you go this route.The low power thing is great (lower transmitter and equipment costs, anengineering report that can be done almost for free), the Commission seemsto throw developmental stations to the wolves once they upgrade to the full licence (required after three years). I would suggest that you proceed with this plan ONLY if you can raise another $10,000-15,000 within that three-year timeframe - that's money that is totally separate from all operating costs and would be earmarked exclusively for your next engineering report (estimate around $6,000), higher powered transmitterand other equipment and installation costs. You would want to boost your power as soon as absolutely possible, especially in a market like Kelowna,where a predatory company such as the Evanov Radio Group may already be eyeing the situation. Proceed with caution. The flip side is to go for 51 watts or more - 100 is reasonable - rightout of the gate. Your extra costs will be, as indicated, things such as the engineering report and bigger, more expensive gear. but if you can raise the money, it might save you a lot of grief in a few years. That's my main advice for the moment. I'll have lots more for you, if you want it, down the road. Hello, Cam. Good to hear from you! I'm not sure if you are aware of this resource, but there is some really great info at http://www.community-media.com. The people who run that have been doing the radio shtick for years. their contact info is up there as well, and I'm pretty sure they would answer any questions you have.

It's always a risk when you are unprotected. If you find you have the resources available, you should be protected if you can. I personally do not the costs involved, but I do know that while it may be cheaper to be low power, you will most likely want to do a power increase at some point, and I'm sure many of our stations can attest to how much work that is.

Rough Feb 2 Meeting notes

Here are some rough notes from the meeting we had. It was just Amanda, Rob and me (Cam).

The three of us went through the whole agenda.

Amanda's letter was held back until we have CIRO Internet streaming.

There were 5 responses from the NCRA list serve that I can make available on the blog. The crew out of Kamloops identified concerns over a low power station. They also invited us to come and visit.

Rob identified the budget as being a major focus. Without it we cannot apply for any CRTC license.

Action Items

Amanda (while holding down a job and going to school!) will try and do radio research as well as phone the Kamloops crew to ween off some info on budgeting and process in general. She will ask and see when would be a good time for a CIRO road trip down to Kamloops.

Cam will phone the Calgary and Edmonton stations that responded and said they would help. Cam will also see if another night might be best for people and schedule the next meeting.

As you can assume Rob is very busy with the Internet station.

Proposed Action Items

Ryan can you keep looking into prices on equipment? This will give us an idea on budget and let us know what second hand equipment is costing. Basically anything to do with radio that you think might be useful it would be nice to know in terms of price and availablity.

Rob C will be focused on Industry Canada info.

Action items from last time
1. Cam send out draft of NCRA posting and then place edited posting on list serve. Rob made some valuable comments and they were added and the message was posted. The bilingual posting asks for information on the differences between low and over 50 watt stations (focused on budgets) and asks for info on getting cheap equipment. The list serve responses should come into the oucradio hotmail account and information can be dispersed by Rob (or myself as I have the password as well).
2. Draft letter by Amanda to bodies in the Valley that we feel may want information on the station or may want to contribute. Amanda rocked out a fine looking letter that I hope everyone had a chance to peruse. I believe Amanda hits all the key issues we would like people to know about.
Rough Agenda and Things to Do before meeting
(These are rough in the sense that we don't have structured meetings.) 1. Review responses (if any) from NCRA list serve.
2. Discuss Amanda's lovely draft letter. Make additions if warranted maybe focusing on including history of radio project, include web address and definitely giving name of who should be contacted. Raise issue of letterhead. Definitely talk about who to send it too.
*Before the meeting please consider groups that you know that you think would be interested in either using the station to promote their activities or better yet actually coming in and participating. There will be no dumb ideas and the more we hit, the better it will look to the community and for our CRTC application. The lists can be mental but writing them down doesn't hurt. I'll bring mine.*

Very casual meeting with Rob giving update on Web Radio. Should be streaming soon.

Benefit show coming up on Tuesday at the Well.

Cam talked about CRTC stuff. He thought letters would be good to notify groups about the Radio. This is a CRTC requirement.

One issue discussed was whether we should go for a low power (5 watts) or over 50 watts station right off the bat. The differences being low power (lower cost of start up/ ease of application) or high power (cost won't be much greater/ we will have protected broadcast range).

Rob C was interested in Industry Canada stuff and Amanda was interested in CRTC.

Action Items:
1) Cam will write draft question to NCRA list serve about the costs of starting up a station. The question will hopefully give us some idea of budget and also help make some decision over low power or over 50 watts. Cam will share draft with 'Board' members for comment.

2) Amanda hopes to draft a form letter to be sent out or delivered to groups, societies, people... that we think should be aware of the possiblilties of volunteering with us or starting a show. Amanda will share draft for comment.

3) Rob C will read up on Industry Canada and Low Power and Amanda will read up on CRTC.

4) Rob will help with implementation of Web stream. (Rob gives a big credit to this to Jeff Smart for all his work)
